US Military Domestic Civic Action Construction by Corps of Engineer Troops.

Abstract

The purpose of the paper is to determine a general mechanism within the existing Army organizational framework to provide for the receipt, execution, and publication of military domestic civic action construction (MDCAC) projects by Corps of Engineer troop units which improves the execution and recognition of such projects. A definition of MDCAC projects was established, current procedures outlined and examples cited. Data were gathered using a literature search, and personal interviews with other Engineer officers. The current command structure provides well for receipt and execution but the decentralization raises difficulties in achieving within and without the Army the necessary comprehension of MDCAC. Most of the Army is as unknowledgeable as the civilian public. A solution is proposed: Require certain commanders to actively seek out MDCAC projects, to completely report both technical and publicity aspects, and to reward outstanding efforts. Recommendations are made including that a data bank of accomplishments be used for internal and external Army publicity, with commanders utilizing civilian panels to capitalize on complete public exposure.
