The Utilization and Role of Department of the Army Civilians in US Army Reserve Units.
Abstract
The paper presents a discussion of the Army Reserve Technician Program and the role assigned to Department of the Army civilians (DACs) under the Program. Emphasis has been placed on the implementation of the Program at the company level. The increased importance given to the Reserve forces under the Total Force Concept has made the mobilization readiness of Reserve units a matter of critical concern. The role played by technicians in assisting the units to meet the desired readiness is explored. Requirements peculiar to Reserve units are presented and their relationship to technician and unit effectiveness is examined. Problem areas affecting technicians are enumerated and include: staffing authorization, unit membership and assignment, job descriptions and classifications, duties, and supervision.
