Resource Estimation Techniques for Postshelter Utilization.
Abstract
The study examines the feasibility of organizing a nationwide program for gathering, processing and distributing the information which is considered essential for estimating and evaluating needs and allocating critical resources in the event of military attack. Primary concern is for the local, on-the-scene administrators' needs for a detailed, address-by-address data base from which they can judge what resources were destroyed or are still available, and make operating decisions. The local data bases should also be capable of generating consistent summary counts for larger geographic areas. The study concludes that an effective centrally-produced information package is feasible, using a small number of sources which are left unmerged in order to minimize cost and production problems. A wide range of potential data sources is considered, including, as specified by contract, R. L. Polk and Co.'s city directory files. General recommendations with respect to readiness status are also included. (Author)
