Quantitative Techniques and Computers in the Department of State: Attitudes and Applications.

Abstract

The study examines the extent to which the State Department accepts and applies the quantitative approach in foreign affairs analysis and policymaking. Written sources provided data on the dispute among academics over quantitative international politics. Most information regarding State Department attitudes and applications was developed through personal interviews. In terms of operational uses, primary attention has focused on foreign affairs programming systems. The Dept. of State launched the Policy Analysis and Resource Allocation System (PARA) in 1971. Several information management efforts are also under way. The author suggests that at this stage it would be timely for State to assess possible uses of quantitative methods and computers to see what, if any, additional steps should be taken.
