Procurement and Retention of Black Officers.
Abstract
A study was made of the history of the black officer in the Army, the sources and procedures the Army uses to procure black officers and the retention of black officers in the Army. Data was gathered by interviews with Department of Army personnel and black junior officers; questionnaires were used to gather information from professors of Military Science and Army War College students. It was concluded that the basic reason for the shortage of black officers was procurement, not retention. To increase procurement of black officers through ROTC the Army should focus attention on ways to motivate the black student who attends a white college, to participate in ROTC.
