A Better Financial Protection Plan to Replace the Present Social Security Program for Military Officers.

Abstract

The study proposes a better financial protection to be developed to replace the present Social Security system for military officers. A review of the Social Security system is presented to include its origin, the type and amounts of benefits payable, and its costs. A review of the military fringe benefits is presented and graphs are prepared for six hypothetical officer family situations. These graphs illustrate the survivor benefits when death occurs while on active duty or in retirement and illustrate retirement income. A better financial protection plan in the form of an Officers Insurance and Savings Fund is proposed to replace Social Security whereby the employee-employer Social Security contribution is put in low-cost decreasing term insurance and a tax-free interest bearing savings fund.
