The Strategy of Flexible Response.

Abstract

The monograph discusses the key elements of the strategic doctrine of Flexible Response. A brief analysis of the strategic doctrine of Massive Retaliation is presented as an introduction to the policy issues and disputes which led to the adoption of Flexible Response in the early 1960's. The initial implementation of Flexible Response by the US Department of Defense is examined, to include consideration of the problems associated with the nuclear component of US defense policy during the 1960s. The application of the doctrine of Flexible Response in Western Europe and in the underdeveloped world is discussed, with emphasis on the various criticisms leveled against the doctrine in recent years.
