A review of the current state of the Planning, Programming, Budgeting system through the technique of reviewing and updating Professor Aaron Wildavsky's classic attack on the system. The paper, originally submitted as a term paper to Shippensburg State College examines Professor Wildavsky's allegations and provides contrasting viewpoints.
