The Report of the Blue Ribbon Defence Panel: A Case for a Staff Management Doctrine for OSD (Office of the Secretary of Defense).
Abstract
The paper presents some new management practice concepts for the purpose of developing interest for further research and study. The concepts are associated with the need to control high level defense establishment staff management practices. These concepts are presented to show that a form of internal control is necessary to counteract the organizational, political, bureaucratic influences which tend to reduce defense establishment efficiency and effectiveness. The Report of the Blue Ribbon Defense Panel is used to support the case. (Modified author abstract)
