Forecasting for Planning

Abstract

The paper explores the potential utility (role) of forecasting for foreign policy planning and decision making. To this end, an attempt is made to delineate a formal specification for the decision making process in foreign policy bureaucracies and to use that delineation to evaluate the role of forecasting in policy planning. The types of decision processes that occur at various levels in the decision process and the set of planning requirements at each of these levels are delineated.
