Variations in Milestone Contracting.

Abstract

The report concerns the need for the US Army Materiel Command to become better acquainted with a relatively new system procruement procedure where critical events are incorporated into contracts as 'milestone' provisions. The thesis is that contractual recognition of anticipated milestone events will facilitate phased structuring of programs and enhance contract management. The study objectives are to identify the characteristics of the technique and to assess the implications on future Army acquisitions. Based upon reviews of existing 'milestone' contracts and interviews with participating officials, recommendations are submitted for expanded use, formal recognition, issuance of guidance, additional research and training.
