Abstract

The purpose of the essay is to review the importance of the Indian Ocean with respect to its geography, resources, and peoples. It discusses the British decision to withdraw forces from the area, creating a power vacuum which the Soviet Union is attempting to fill. The importance to the United States of countering the Soviet move is stressed. The essay concludes that the US must reverse the trend toward reduction of naval strength, and strive for the development of a multi-national naval force for the Indian Ocean as the best course of action for countering Soviet moves.
