Safeguard: Shield or Thorn.

Abstract

The issue at hand is the role that the Safeguard ABM System should play in our strategic posture during the next 25 years. The principal background data for the analysis was gathered from four pertinent books published in 1968-69. The subsequent research included speeches, periodicals, and newspaper articles since that time. The analysis revealed that a thin Safeguard system is vital if the United States is to maintain a creditable deterrent during the next 25 years in the face of an increased rate of Soviet ICBM production. Although the initial deployment plan for the Safeguard ABM system is behind schedule, conclusions are that the system is viable and that Safeguard must remain an integral and critical element within the overall U.S. strategic posture.
