Needed--A Different Approach to Army Budgeting.

Abstract

The Army has traditionally presented budget requests in the form of lists of requirements. This approach fails to identify needs with assigned missions. The data was gathered from a literature search and personal experience. Performance Budgeting, introduced in 1950's, was a mjaor innovation in government management. The Planning, Programming and Budgeting System (PPBS) which came into being in 1961 and the revision to PPBS in 1969 also brought significant improvement in financial management in the Services. However, the basic weakness in the system remains. (Author)
