A Summary of Actions Taken and Problems Still Confronting the Formation of an All-Volunteer Army.

Abstract

The basic problem stems from public dissatisfaction with the draft during the Vietnam War and the President's wish to revert to a zero draft with an all-Volunteer Military Force. Many issues which remain from days past must be resolved in order that the President's desires may be fulfilled. The paper touches by the Department of Defense and Department of the Army. Some successful and unsuccessful actions taken by the British and the Canadians are surveyed. The paper ends with a summation of what the author believes to be the heart of the matter. (Author)
