Abstract
The paper summarizes key problems now faced by education practitioners who wish to use R and D products or information, and the factors that contribute to these problems. It then goes on to consider a general research and policy posture for The National Institute of Education in this area, relevant research topics of interest, and the question of appropriate NIE policy for the short run.
