Abstract

The evaluation needs of the Army Materiel Command are investigated and the basic armed services procurement process is reviewed. The paper advocates the use of PERT to evaluate contractors and shows how it should be applied to the pre-award survey, and to source selection. The PERT technique can be a powerful tool to evaluate a contractor's capability. PERT has been used successfully in the past to review and schedule a particular project once the project has been selected. The use here is to display the different contractors on PERT networks and to evaluate the differences displayed in the networks, before award. Advantages and disadvantages of this method are given and the method is endorsed when the need is to evaluate a contractor's capability, or among different proposals. There is one reservation to the method. It depends on whether the contractor really desires to meet the contract deadlines. (Author)
