Scenarios in Civil Preparedness Research (A Five-City Study Analytical Report).

Abstract

The report traces the development and use of the five city pre-attack scenario. A copy of the local level scenario is appended. Each city session and play was analyzed, and comparisons are drawn. General conclusions and recommendations are presented, relating to CD programs, research, and to the use of scenarios as a research tool. (Author)
