The Political Entrepreneur: The Utility of Small Polyarchies

Abstract

The paper consists of two major sections: (1) A theoretical discussion of the political entrepreneur and the potentially different behavior of leadership in polyarchies or non-polyarchies; and (2) an empirical section which attempts to test the hypotheses about political entrepreneurship-- particularly as they apply to different comparative political systems and most importantly (as it turned out) different sizes of bureaucratic systems.
