Application of the Navy Average Grade Model to the Naval Underwater Systems Center.

Abstract

Forecasts for manpower requirements by NUSC for fiscal year 1973 and fiscal year 1974 were made using a linear regression model of the goal programming variety. An application of one of the Charnes, Cooper, Niehaus career management models for manpower planning was then made to evaluate the consequences of the policy of reducing the average (general schedule) grade to 9.35 while attempting to meet these forecasted requirements.
