Financing of Army Inventory.

Abstract

The report examines the Army Stock Fund structure and purposes to determine whether the Army should institute a 'one buy-one sell' method of financing inventory and, if so, why and how. The report reviews the history and procedures of stock funds of the military services and recommends extension of wholesale stock funds to the theater depot and installation levels. The report considers ways in which the present wholesale-retail system could be improved to be more responsive and less costly to operate, with specific recommendations regarding the balance between stock fund levels and supply requirements; the visibility of assets and use of asset data; and the use of capital management instead of obligation authority.
