The Development of Requirements for Major Weapon Systems.

Abstract

The report examined the process by which requirements are determined for major weapon systems. Several deficiencies in control of early stages of the systems acquisition process were identified. Deficiencies exist in long-range planning, and the information structures used for analysis and coordination of systems, subsystems and technology. The report recommends that studies be initiated in both areas. (Modified author abstract)
