Abstract

The objective of the study was to develop recommendations for improvements in the basic system currently used by the DoD for development and procurement of new clothing and textile items. The focus of the study was on the ability of the system to react to the material needs of the Military Services in a timely manner. The report contains a description of the system for effecting new item introductions; and, it identifies several problems associated with the organizational interface between the developing agency (the Military Services) and the procurement and inventory management agency (the Defense Supply Agency) as well as problems internal to these agencies.
