Abstract
The report is concerned with the development of contingency planning documents for the operational area, which is composed of a number of operating zones, and for subsidiary organizational components of the operating zone, the Multipurpose Staging Area, and the Shelter Complex. The rationale for development of plans and Service Annexes is given in this volume. Companion r eports present a prototype AREA NEOP and Contingency Planning Documents for the MSA and SCX. (Author)
