The Role and Progress of the Office, Assistant Vice Chief of Staff in the Management of Army Resources

Abstract

Since the enactment of the Department of Defense Reorganization Act of 1958 the role of the military services has been primarily that of providing ready forces for assignment to unified and specified commanders. For the Service Headquarters, this role is one of management of the resources required to procure, train, equip, and maintain these forces. The latest organizational attempt by Headquarters, Department of the Army to more adequately perform this mission was the formation of the Office, Assistant Vice Chief of Staff, Army in February 1967. The Office has been a point of controversy since its formation. This study examines the area within which the resource management function must be performed as it has evolved since the enactment of the National Security Act of 1947.
