Vessel Traffic Systems Issue Study. Volume 3. Computer Sciences Corporation Report.

Abstract

The major issues to be resolved by the study were: (1) Identify specific VTS program goals, anticipated benefits, and alternatives; (2) analyze potential VTS roles of federal, state, and local authorities, private enterprise; recommended the most beneficial role for the Coast Guard; (3) analyze the quantitative and qualitative factors to be considered in determination of the need for various levels of VTS in U.S. ports; (4) prepare short and long range staffing and funding plans; (5) prepare a management plan to use as a guide in planning, developing, implementing new systems. The Study addresses the indicated issues and makes specific immediate and long range recommendations for the Coast Guard role in developing vessel traffic systems in U.S. ports and waterways.
