Naval Officer Retention in an All Volunteer Force Environment: Job Proficiency and Organizational Climate.

Abstract

An initial technical report documents the completion of Phase 1 of investigation to assess the effect and impact of unit organizational climate and job performance on officer retention at the expiration of obligated service. A stratified, random sample (N=563) was drawn from officers reaching their expiration of obligated service point (MSRI) in the surface, submarine and aviation (pilot) warfare communities. A forty question survey instrument was used to measure perceptions of organizational climate. An average of data from the three latest officer fitness reports was used to measure officer proficiency. The preliminary results of the study were obtained by an analysis of 'stayers' only.
