An Examination of Methods of Allocating Research, Development, Test, and Evaluation Funds Among Competing Projects.

Abstract

The basic question is to determine if a better method exists for the Office of the Chief of Research and Development (OCRD) to allocate funds among competing research, development, test, and evaluation (RDTE) projects. The paper develops criteria for an 'ideal' allocation system, measures qualitative and quantitative alternate allocation methods against the criteria, and concludes two quantitative methods hold promise of being superior to the present OCRD allocation systems. A computer simulation and an allocation scenario using the preferred allocation method, a constrained optimization model, are presented. Recommendations include further testing of the constrained optimization model by OCRD and various changes in the OCRD internal procedures to improve the allocation process. (Author)
