Criteria for Establishing Planning Factors - A Reconnaissance.

Abstract

The purpose of the report was to develop a proposed general methodology for establishing, validating and maintaining supply consumption rates in terms of pounds per man per day for use as planning factors throughout the Army. Data used currently is old, imperfect, and under no responsible authority. The proposed methodology includes the establishment of a planning factors management office, techniques for data collection and aggregation, and the development and use of a computer file. (Author)
