Technical Evaluation Study, Solid Waste Generation and Disposal, Watervliet Arsenal, Watervliet, N.Y.

Abstract

The study was initiated to evaluate the solid waste disposal problems at Watervliet Arsenal, Watervliet, New York and to develop design criteria for the disposal of the solid waste generated on the base. Since a design had recently been completed for a new incinerator plant for the Arsenal, a major portion of the study was to evaluate the proposed design. A technology review was conducted, applicable standards were evaluated, and analysis of the waste stream was performed. The applicability of boiler conversion, recycle techniques and landfill processes were examined. The abatement method selected for the ultimate disposal of the waste was power recovery incineration. This decision was based on the relative life cycle cost of the alternatives considered and on the reliability of specific furnace configurations. Design criteria were prepared for modifying the existing incinerator design to incorporate a package boiler and to modify the air pollution control scheme from low energy scrubbing to an electrostatic precipitator.
