Profiles on Effectiveness: A Systems Analysis.

Abstract

A systems framework was used to conceptualize and evaluate the effectiveness of local civil defense director/coordinators (LCDCs). Data were used from a national sample of LCDCs who filled out a mailed questionnaire during 1971. LCDCs from larger communities had higher effectiveness scores. Budget was not related to effectiveness. The amount of training received and orientation from other DCPA personnel and from those in local government were significant factors as was communication from these personnel. Those LCDCs who interacted with others on a regular basis were more effective. The analysis suggests that these variables produce consensus which in turn produces personal effectiveness.
