CHAMP: A Chance Constrained Adaptive Planning Model.

Abstract

The document is the final report summarizing the development and capabilities of CHAMP, a chance constrained adaptive manpower planning model. CHAMP performs manpower planning at an aggregate level of detail taking account of errors in projections of net changes in active Army strength and in projections of high quality supply limited NPS accessions. CHAMP produces a one to five year projection of expected NPS accessions in two quality ranges. CHAMP displays the upper and lower estimates of strength (trained, trainees and total) to be expected with 95 percent confidence from the uncertainty estimates. Finally, the sequential aspect of manpower planning is modeled to capture the effects of the periodic revisions in future programs to include more accurate data on strength. CHAMP displays the range of NPS accessions, high and low, likely to be called for due to revisions of the program to correct for the projection errors. (Modified author abstract)
