Project PRIME--A Valid Department of Defense Management Tool for Field Commanders

Abstract

The report reviews Dr. Robert N. Anthony's resource management systems called PRIME (PRIority Management Effort). Project PRIME promised to assist field commanders to become better managers by focusing on all operating expenses rather than allocation of operations and maintenance funds.
