The Role of Fiscal Constraints Within the Department of Defense Planning, Programming, and Budgeting System.

Abstract

The introduction of fiscal guidance into the Planning, Programming, and Budgeting System (PPBS) of the Department of Defense was examined to identify the impact of obtaining financial resources to support national security requirements. The work includes contemporary, historical examples of the application of fiscal constraints subsequent to World War II. (Modified author abstract)
