Abstract

The question 'Does the National Guard serve two masters--Federal and State' has existed since the adoption of the Militia Clause of the Constitution. The author researches the history and employment of the National Guard. The conclusions reached indicate that the National Guard does not serve two masters, but it does have two missions which are part of the one National Defense mission. (Modified author abstract)
