Soviet Motivations at SALT: Cynicism or Sincerity.

Abstract

Soviet motivations at SALT are explored by examining available facts, the opinions of Western analysts, and statements made by Soviet spokesmen. The relationship of these motivations to possible outcomes of SALT is explored and the strategic implications are discussed. (Modified author abstract)
