Congressional Military Witness Preparation.

Abstract

Testifying before an increasingly critical, budget-conscious Congress places added emphasis on the quality of a witness selected to appear before it. The report investigates how to avoid the pitfalls which typically discredit a witness and reduce his persuasiveness; how witnesses are selected and prepared; and how Congressional Committees function. A dozen Members of Congress and senior staff personnel were interviewed to determine their impressions of the most effective witness characteristics. Congressional Hearing testimony was examined to find examples which illustrate significant problem areas contributing to the witnesses loss of persuasiveness and credibility.
