Managing-to Cost: A Spectrum of Management Cost Environments.

Abstract

The paper presents a study for the Joint Logistics Commander's Panel for Design to Unit Production Cost Goals. A review of the literature on design-to-cost showed that there is a spectrum of cost management environments from a fixed price production-orientation through a Life Cycle Cost System Value-Oriented. Further, nine issues of managing within these environments were identified and tested through interviews with ten military program managers and their staffs. (Author)
