Field Testing the Feasibility of Using Residential Shelters as Group Shelters.

Abstract

The redirected national shelter program emphasizes providing below-ground space from homes and public buildings. During 1973, a field test of home basement sharing programs was conducted in Colorado Springs, Colorado. Four different groups made up of 7,440 households were contacted through the mail and personal interviews. The major results of the field test were as follows: (1) Findings of the attitudinal and feasibility studies were substantiated--citizens were usually willing to share their homes in emergencies, (2) Mail contacts were found to be useful, (3) The communication package developed in the test appears to provide a basis for contacting the citizenry regarding home sharing, (4) A means of identifying potential civil defense volunteers was developed.
