Abstract
A communication package was developed for contacting residents about basement sharing, both through the mail and personally. The communication package appeared to provide the basis of an effective means of contacting the citizenry in both peacetime and emergency home basement sharing programs. If this package is to be used elsewhere, however, training programs for DCPA personnel should be developed and conducted to assist them in implementing the basement sharing program.
