A Concept for Postattack Nuclear Emergency Operations.

Abstract

A general concept of postattack nuclear emergency operational planning has been evolved based primarily on the premise that events of importance in the postattack period will be generated more by decisions to take a particular course of action, in view of the existing situation and of recovery capabilities, rather than by responses to certain happenings in attack effects. Three general different conditions of recovery capability have been identified; (1) a Non-Sustain Condition, (2) a Sustain Condition, and (3) a Support Condition. (Modified author abstract)
