Can the U.S. Accept an All-Volunteer Force.

Abstract

The essay reviews the historical background of military manpower procedures in the United States and continued national attitudes concerning personnel procurement with special emphasis during periods of war. The All-Volunteer Force with particular reference to the President's Commission, directed by The Honorable Thomas S. Gates, is evaluated for both advantages and disadvantages. The conclusion is made that the All-Volunteer Force is not acceptable and recommendations are made towards implementation of a continued draft with more favored personnel management and procurement policies.
