A New Defense Planning System.
Abstract
The present defense planning system is outlined in general terms and its similarity to the traditional mission-oriented military planning cycle is noted. Some major deficiencies of the present system are noted and discussed. Finally, a new defense planning system is outlined starting with an analysis of the capability of the approved force and proceeding from there to a statement of strategies and goals.
