Application of Civilian Manpower Models to the Naval Facilities Engineering Command.

Abstract

The report is the result of a joint endeavor between the Naval Facilities Engineering Command (NAVFAC) and the U. S. Navy Office of Civilian Manpower Management. The intent of the study was to determine the applicability of various manpower models developed by OCMM to the management requirements of NAVFAC. This is the initial large-scale application of the models to command level problems of ceiling and budget control. Two numerical examples of the OCMM Recruiting Requirements Model (ORRM) are discussed. The first is an application of the average grade version of the model to NAVFAC. The second is the initial results from a model to assist the headquarters manager in testing ceiling and budget tradeoffs across multiple field activities. In the latter case individual manpower models for each of the field activities are linked by common ceiling constraints. (Author)
