The report describes the background and methodology of a 12-month study of cooperative activities involving Army drug programs and programs in civilian communities adjacent to Army installations. The study involved detailed analysis, through personal interviews with Army and civilian personnel, of six specific localities in the United States to determine: whether or not drug-oriented cooperative efforts have been attempted; what is the nature of those efforts; what problems and issues have been encountered; and what problems and issues are anticipated.
