Abstract
The application of underwater acoustics to target detection and classification, communications, environmental measurement, resource evaluation, and other activities demands that one have an accurate tool for predicting how the signals of interest will be scattered from the sea surface. A critical review of two particularly successful models and the problems and shortcomings inherent to both is included in the report.
