A Case for President Nixon's Revenue-Sharing Program.

Abstract

President Nixon's proposed 'Revenue-Sharing' program and the present grant-in-aid federal spending system are examined in detail to establish a position for revenue-sharing. This position cites examples and explains in detail how revenue-sharing will supplement not supplant the federal spending system and actually strengthen specific levels of government to promote national policies in education, transportation, urban and rural community development, manpower training and law enforcement.
