Problem Solution and Effectiveness: A Systems Analysis of Local Coordinators.

Abstract

The report is one of three research reports about local effectiveness of civil preparedness director/coordinators, the result of a study of local coordinators selected as a representative sample (478) of all coordinators on the IMIS system and who completed a very intensive mailed questionnaire. It presents and discusses the major problems DCPA coordinators face in their local communities. The data were obtained from a mailed questionnaire sent to a representative sample of 478 coordinators. The major groups of problems included problems: (1) with resources, (2) with local government, (3) with the public, and (4) in general.
