Historical and Philosophical Underpinnings of the Federal Labor Relations Systems for Non-Uniformed Employees.

Abstract

The Navy has been dealing with employee organizations for nearly 175 years. This contact has been exclusively with civilian naval personnel. The Uniformed component of the Navy has not yet unionized, nor does it, at present, possess the right to do so. As this nation moves toward all volunteer armed forces, the probability that a more sophisticated system of due process for uniformed employees will emerge must necessarily increase. Civilian federal employee organizations have repeatedly achieved their goals through lobbying rather than through a process of bilateral decision-making. If a more complete form of due process does emerge with uniformed personnel, the Navy command structure will have to respond to it in a space of time much shorter than 125 years.
