Due Process and Bargaining Rights in Public Education.

Abstract

This study has a twofold purpose. The first is an examination of the forces and factors which have shaped the potential for collective action among public school teachers in the United States--a group which, like the military, traditionally has not been regarded as likely a candidate for organization. The second is an examination of the impact of collective activity on the structure of managerial decision-making and the scope of managerial authority in the school context...a context which features some of the same bureaucratic and institutional constraints found in the military.
